Seven teams need a bye in every round. Each team plays six games and rests once. With three courts the three games of a round run together, so the event takes seven slots. With two courts it takes fourteen.

Using this schedule

Draw lots for the numbers 1 to 7 so nobody can complain about who they meet first.
If a team is expected to arrive late, give it the number of the team resting in round 1.
